Description

Under general supervision, to provide lead supervision in Administrative Booking or Records, and to perform the most complex technical law enforcement records functions, including training; or to perform an advanced specialized independent program function in support of badge personnel.

The Office of Pretrial Services is recruiting for multiple Law Enforcement Records Specialist-Unclassified positions. The Unclassified positions are temporary, with benefits, due to end on June 30, 2024. For more information, contact Remonta Khangaldy at 669-288-8504.

Typical Tasks

  • Leads staff and activities of law enforcement Records or Booking unit shifts or functions, including interpretation of department policies, procedures, statutes and other authorities;
  • Responds to subpoenas and testifies in court or other legal hearings regarding law enforcement records;
  • Writes or assists in writing procedures and training programs;
  • Assumes responsibility for weekend, holiday, or off hours shift in the absence of a Law Enforcement Records Supervisor;
  • Assists the supervisor in day to day supervision, including, timely completion of tasks, review of staffing levels and problems from the prior shift;
  • Conducts classroom and on-the-job training and evaluates staff;
  • Trains staff to access and use all data bases in multiple criminal justice information computer system;
  • Identifies and resolves problems and inconsistencies;
  • Interprets complex criminal history information through record review;
  • Assists attorneys and investigators and other law enforcement personnel with information relating to arrestees, suspects, or inmates, in compliance with Federal, State, and local mandates for release of information;

    Performs functions of a Law Enforcement Records Technician, including:
  • Receives bail and fees, schedules court dates, determines warrant and arrest status, releases vehicles, fingerprints and photographs, processes restraining orders, registers narcotics/arson/sex offenders, relays information to officers in the field, performs informal booking and other criminal records processes;
  • Processes and indexes a variety of reports and records, seals and purges records in compliance with court orders and state statutes;
  • Explains court and jail procedures to defendants and the public, reviews court and legal documents to verify that the information is in accordance with applicable laws, regulations, and procedures;
  • Determines whether to book, detain, move or release inmates at various points in the arresting, court, or detention process, and monitors for arraignment or release, according to legal mandates and statutory law;
  • Reviews criminal history to determine whether time has been served on all matters (e.g., multiple matters with different dispositions) to ensure proper release date to provide defendants with custody dates for child support issues; and to provide a listing of all Santa Clara County criminal events with dispositions;
  • Performs other related duties as required.

Employment Standards

Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities:

Experience Note: The knowledge and abilities required to perform this function are normally acquired through graduation from high school or equivalent and eighteen (18) months work experience in a law enforcement function equivalent to a Law Enforcement Records Technician with the County of Santa Clara.

Knowledge of:

  • Principles and methods of lead supervision and training;
  • Principles and legal requirements of law enforcement records management, preparation, processing, indexing, retention, disposition, storage, and release;
  • A variety of criminal justice manual and automated records management, and multiple telecommunications systems, subsystems, and networks, and their relationships and alternative uses;
  • Code languages and interpretation of laws governing County, State, and nationwide law enforcement computer systems;
  • Arrest, bail, and booking processes, court and detention procedures, legal documents, law enforcement codes, and sentencing and release calculations;
  • Penal, Vehicle, Civil, Health and Safety, Welfare and Institution, Municipal, and other statutory codes;
  • Codes, ordinances, and legal procedures for processing and dissemination of criminal history and incident information;
  • Criminal justice procedures, functions and relationships of the criminal justice system, courts and law enforcement agencies;
  • Specialized criminal justice computer applications.

    Ability to:
  • Provide lead supervision and perform the most complex technical law enforcement records functions, or perform an advanced specialized independent program function in support of badge personnel;
  • Determine the legal basis for booking, detention, movement, or release of inmates or defendants through interpretation of court documents, statutory codes and authorities;
  • Testify in court;
  • Lead staff and activities of law enforcement Records or Booking unit shifts or functions, including interpretation and application of departmental policies, rules, laws, regulations, procedures, statutes and ordinances pertaining to correctional facilities or law enforcement agencies;
  • Communicate effectively orally and in writing, write procedures and training programs, and motivate and train employees;
  • Deal effectively with other criminal justice agencies and the public, including stressful situations with the public and coping with a variety of individuals who may be hostile, aggressive, irate, inebriated, uncooperative, and/or emotionally disturbed;
  • Exercise independent judgement and work with a minimum of supervision;
  • Work in a locked detention facility or other law enforcement environment.

    Special Requirements
    The ability to pass a background check and be bondable.
    Willingness to work other than a normal Monday through Friday day shift.
