Technical Officer (Mental Health) [Pakistan]


 

Purpose: To provide technical and operational support to WHO country office for the promotion of mental health and well being of the people and also to provide support for the integration of mental health at primary health care level.

Under the supervision of WR and NPO NCDs and Mental Health, the incumbent will perform the following duties:

  • Support the Ministry of National Health Services, Regulation& Coordination in integration of mental health component in the national priority benefit package for UHC
  • Support the integration of mental health in PHC and priority platforms and programmes including MNCH, HIV/TB/Malaria utilizing the suite of evidence based tools and guidelines available as part of the WHO mhGAP and regional packages .

  • Provide technical support to scale up access to mental health and psychosocial support using technology
  • To keep the multisectoral MHPSS Technical Working Group functional with active involvement of public , civil society and private sector stakeholders .
  • To provide technical support in scaling up implementation of the School Mental Health Program using the WHO package .
  • To provide technical support to the national authorities in developing a national Suicide prevention strategy and in implementation of evidence based interventions for suicide prevention .
  • Coordinate and support all stakeholders and partners including people with lived experience public, private and CSOs sector to promote mental health literacy and combatting stigma and discrimination with special focus on vulnerable population groups
  • Develop a monitoring and evaluation framework for documenting outcomes related to program interventions
  • Integration of mental health priority interventions in the national priority benefit package for UHC
  • Functional integration of mental health in PHC and priority platforms and programs including MNCH, HIV/TB/Malaria utilizing the suite of evidence based tools and guidelines available as part of the WHO mhGAP and regional packages .
  • Establishment of a national the Mental health helpline and MHPSS support platform under PM’s Initiative.
  • Draft national suicide prevention strategy.
  • MHPSS_ TWG convened, and meetings regularly conducted and minuted
  • Regular reports on the implementation of School mental health programme
  • M&E framework agreed and regular monthly reports generated based on agreed upon deliverables

Required Education:

  • University Degree in Mental health, Clinical Psychology, Public Health, Social Sciences or related fields. Higher level university degree will be preferred.

Required Experience:

  • At least one year work experience in mental health and research in development sector. Working experience with WHO will be preferred.

Skills / Technical skills and knowledge:

  • Sound interpersonal and communication skills
  • Proactive and creative in finding solutions to challenges and delivering results in a timely manner.
  • Excellent reports writing and analytical skills
  • Ability to work in challenging situations and settings and willingness to travel to intervention sites, frequently.
  • Sound monitoring and supervision skills

Language requirements:

  • Excellent spoken and written skills of local and English languages.

Required Competencies:

  • Excellent ability of Teamwork
  • Ability to produce Results preferably in pressing times
  • Excellent Communication skills/ excellent computer skills (MS Word, MS Excel, ppt)


Minimum Education:
Bachelors

Minimum Experience:
1 Year(At least one year work experience in mental health and research in development sector. Working experience with WHO will be preferred.)
